Name the “national” system before interpreting its result

Do not treat the FBI’s NCIC as a public national criminal-search website. NCIC is a criminal-justice information system for authorized users. For your own FBI-held fingerprint-based history, use the FBI Identity History Summary process; for federal court cases, use PACER.

Three “national” sources that are often confused

Why “national criminal index” needs a source label

The word national does not describe one uniform public record. NCIC is an operational criminal-justice system with restricted access, while the FBI Identity History Summary is a personal fingerprint-based process and PACER indexes federal court cases. A page or vendor that simply says it searched a “national criminal index” has not told you which of those systems, if any, was involved or what jurisdictions and record types were included.

For defensible research, write the actual source name next to each result. If the question concerns your own FBI-held fingerprint-based history, use the FBI process. If it concerns a federal criminal court case, use PACER. If it concerns a state conviction or local court matter, go to that state repository or court system. Source labeling is what prevents a national-sounding result from being overstated as complete.

A “national index” claim needs a defined source
A commercial or informal “national criminal index” should not be equated with NCIC, a complete national conviction record, or every state court.

Choose the national-level source by purpose
